A causal connection between mental impairment and offending is not required to establish reduced moral culpability under Verdins proposition 1; the list of ways impaired mental functioning may reduce culpability is descriptive, not prescriptive, and not exhaustive. Defence counsel who fail to advance available Verdins arguments on the plea face significant difficulty raising them on appeal, consistent with Romero.
