An offender's cooperation with law enforcement agencies, while properly recognised through a sentencing discount, does not additionally render the offender an inappropriate or less appropriate medium for general deterrence. The rationale for reduced weight on general deterrence in cases of mental disorder (reduced culpability) is fundamentally different from the rationale for cooperation discounts (remorse, rehabilitation, public interest in crime detection). Allowing a further discount on the basis that cooperation makes the offender unsuitable for general deterrence constitutes impermissible double counting.
