Where concurrent suspended sentences are imposed, the operational period on the later sentence must extend beyond the existing operational period to give the later sentence any additional effect; otherwise the sentence involves a 'discount for multiple offending'. A sentencing judge may decline to impose actual custody for child exploitation material offences involving serious breach of trust where the offender has been released from a recent custodial sentence and has taken significant rehabilitative steps that would be jeopardised by a return to incarceration.
