Where a single judge of the Court of Appeal has refused leave to appeal on the papers and given written reasons, an applicant who elects to renew must identify some quite significant matter that was misunderstood, misinterpreted or overlooked, and must establish not merely that the ground is arguable but that leave should be granted and the appeal allowed. In child sexual abuse cases, delay between offending and sentencing attributable to the victim's reluctance to report is of little significance; the relevant question is the offender's rehabilitation in the intervening period.
