Sentences of 13 years' imprisonment with 9-year non-parole periods for foot soldiers involved in attempting to traffic 209 kg of pure methamphetamine (279 times the commercial quantity threshold, street value $58.7 million) were upheld as within range. The quantity of drugs involved and the respective roles of co-offenders are relevant to parity analysis, and it is open to a sentencing judge to differentiate between co-offenders on the basis of the quantity each handled and the extent of their involvement, even where all are characterised as foot soldiers.
