An offender's youth will always be an important sentencing factor, but its importance and force may be affected by either the seriousness of the offending or its persistence or both — it is not necessary that both be present before youth is given less weight. Courts should not fashion sentences to bring them below the two-year imprisonment limit simply so that a CCO may be imposed.
