A non-parole period of 30 years for three murders (including two young children) was manifestly inadequate; a starting point of 39 years reduced to 36 years for guilty pleas was appropriate. A degree of dissociation that does not prevent the formation of intent to kill or knowledge of the nature and quality of one's actions is not significantly mitigatory. Ordinarily, illegal acts by other prisoners (assaults on the offender in custody) cannot affect the punishment an offender must receive.
