The definition of 'offence' in s 2(1) of the Victims of Crime Assistance Act 1976 (Tas) — 'an offence that involves violence by one person against another' — is confined to offences involving actual or threatened physical force. It does not extend to offences involving coercion and intimidation, emotional abuse and intimidation, or economic abuse under the Family Violence Act 2004 (Tas). Victims of non-physical family violence offences are not eligible for compensation under the VOCA Act unless the offence also involves actual or threatened physical force or falls within the specifically included Criminal Code offences.
