Characterising a drug importer as a 'courier' whose role was 'limited and lower in the hierarchy' does not obscure an assessment of what the offender actually did, and there is no inevitable correlation between a lower echelon role and the severity of punishment. Significant differences in mental state (knowledge vs recklessness) and mental health between co-offenders can justify substantial sentencing disparity without giving rise to a justifiable sense of grievance.
