The parity principle does not apply where offenders are merely part of a loose network of drug traffickers who each trafficked on their own behalf and occasionally assisted each other, but were not complicit in law or substance in each other's offending. Even where offenders are part of the same police operation, the absence of joint offending means parity does not arise.
