Cooperation with law enforcement authorities, including giving evidence against a co-offender, must be reflected in a meaningful moderation of the total effective sentence and individual sentences, not merely in the non-parole period. A total effective sentence that, absent the cooperation discount, would approach sentences reserved for murder indicates the cooperation has been devalued. The established practice requiring a cooperating offender to be sentenced before being called to give evidence at a co-offender's trial should not be departed from without reason.
