Bare sentencing statistics without information about the circumstances of offending or offenders are of limited value in challenging a sentence as manifestly excessive. For commercial quantity drug trafficking, sentences well into double figures are expected where the quantity approaches the large commercial quantity threshold, the offender was in charge of the business, the business was conducted for a substantial period, and the offender had relevant prior convictions. The s 6AAA notional sentence is not part of the sentence imposed and cannot ground a manifest excess challenge.
