For offending involving the importation of fully automatic weapons over multiple discrete periods, general deterrence is paramount and substantial cumulation is required to reflect the discrete periods of offending and the aggregate criminality. A total effective sentence of 10 years and 3 months for six firearms importation charges involving fully automatic machine guns over three and a half years was manifestly inadequate; 15 years with an 11-year non-parole period was appropriate. The enduring nature of firearms (as distinct from drugs) is a relevant factor in assessing the gravity of importation offences.
