Immediate imprisonment remains the ordinary sentencing disposition for offences of cultivating and possessing cannabis with intent to sell or supply in Western Australia, even where there are no indicia of commercial dealing, the offender is a long-term cannabis user self-medicating for health conditions, and the offender has no prior convictions for drug dealing. Mitigating personal circumstances in such cases are appropriately reflected in the length of the sentence rather than the type of sentence.
