A person commits an offence if the person possesses a large commercial quantity of a controlled precursor—

with the intention of using any of it to manufacture a controlled drug; and

with the intention of selling any of the manufactured drug or believing that someone else intends to sell any of the manufactured drug.

Maximum penalty: 2 500 penalty units, imprisonment for 25 years or both.

Absolute liability applies to the circumstance that the quantity possessed was a large commercial quantity.

A person commits an offence if the person possesses a commercial quantity of a controlled precursor—

with the intention of using any of it to manufacture a controlled drug; and

with the intention of selling any of the manufactured drug or believing that someone else intends to sell any of the manufactured drug.

Maximum penalty: 1 500 penalty units, imprisonment for 15 years or both.

Absolute liability applies to the circumstance that the quantity possessed was a commercial quantity.

A person commits an offence if the person possesses a controlled precursor—

with the intention of selling any of the manufactured drug or believing that someone else intends to sell any of the manufactured drug.
