31 Procedure
In conducting its proceedings, the council or a commission—
(a)
is not bound by the rules of evidence but may inform itself of any matter in such manner as it considers appropriate; and
(b)
may do whatever it considers necessary or expedient for the fair and expeditious conduct of the examination of the complaint.
