270 Authority need not grant lease
(1)
The territory planning authority need not grant a lease to an applicant, even if applications for the lease have been invited.
(2)
If applications for a lease have been invited subject to conditions, the territory planning authority may, without granting a lease, invite fresh applications for the lease subject to the same or other conditions.
