An investigation into a complaint must be conducted with as little formality and technicality as a proper consideration of the matter permits.

An investigation need not involve a hearing (whether public or private).

If the board appoints a committee to undertake the investigation, the committee must have at least 3 members including—

1 member representing the commission; and

1 member representing the board.

An investigation must be conducted in accordance with any applicable code of practice.

For the purposes of an investigation, the board—

is not bound by the rules of evidence; but

must observe the rules of natural justice.

A person appearing for the purposes of an investigation may be represented by any other person, subject to any applicable code of practice.
