23 Exemption of certain persons
Subsections 18(1) and (2) and section 19 do not apply to:
an authorized person;
a person, other than an authorized person, engaged or employed in or in connexion with the construction, testing, protection, operation or maintenance of a work authorized by this Act to be constructed;
a person, other than a person referred to in paragraph (a) or (b), employed by the Territory or a Territory authority; or
the Commissioner of the Australian Federal Police, a Deputy Commissioner of the Australian Federal Police, an AFP employee or a special member of the Australian Federal Police (all within the meaning of the Australian Federal Police Act 1979);
acting in the execution of his or her duty or of the terms of his or her engagement or employment, or to a person who is in the company of a person referred to in paragraph (a), (b), (c) or (d) so acting.
