Units issued to the Commonwealth
If the Regulator decides to issue a safeguard mechanism credit unit to the Commonwealth in relation to a facility, the Regulator must make an entry for the unit in a Commonwealth Registry account.
Units issued to persons other than the Commonwealth
If the Regulator decides to issue a safeguard mechanism credit unit to a person (other than the Commonwealth) in relation to a facility, the Regulator must make an entry for the unit in a Registry account kept by the person.
The Regulator must not issue a safeguard mechanism credit unit to a person (other than the Commonwealth) unless:
the person is a registered person; and
the person has a Registry account.
