If the Ministerial Council so directs, the Commission is to prepare estimates, in accordance with Council directions, of the Commission’s receipts and expenditure for a period specified by the Council.

Budget estimates must also be prepared under section 36 of the Public Governance, Performance and Accountability Act 2013.

The Commission must submit estimates so prepared to the Ministerial Council not later than such date as the Ministerial Council directs.

Except with the consent of the Ministerial Council, the money of the Commission must not be spent otherwise than in accordance with:

the applicable corporate plan under section 35 of the Public Governance, Performance and Accountability Act 2013; and

any applicable work program provided for in the Agreement.

A direction, consent or approval for the purposes of this section is to be given by resolution of the Ministerial Council carried in accordance with the Agreement.
