in any case—the ACMA thinks that it is desirable to investigate the matter.
If the ACMA decides to investigate a matter referred to it by the Custodian under section 151N of the Telecommunications (Consumer Protection and Service Standards) Act 1999, the ACMA will investigate the matter under paragraph (c) of this subsection (see subsection 151N(5) of the Telecommunications (Consumer Protection and Service Standards) Act 1999).
The ACMA must not conduct such an investigation if it thinks that the subject matter of the investigation would not be a matter relevant to the performance of any of its functions.
The ACMA must investigate:

any other matter concerning carriage services or the telecommunications industry;
