17 Registration of harness racing clubs
(1)
HRNSW may, in accordance with the rules, register or refuse to register any harness racing club.
(2)
HRNSW must not refuse to register a harness racing club under this section unless it is of the opinion that—
(a)
the racing club is not, or will not be, financially viable in relation to participation in the harness racing industry, or
(b)
the registration of the harness racing club (whether under this or another Act) has previously been cancelled, or
(c)
it would be in the best interests of the harness racing industry to do so.
