120D Reasons for orders to be given
(1)
The Heritage Council must give the person to whom the order is directed the reasons for the order.
(2)
The reasons may be given in the order or in a separate instrument.
(3)
The reasons must be given when the order is given, except in the case of an emergency (in which case the reasons may be given the next working day).
