20 Refusal of applications
The Corporation may refuse to grant an authorisation to a person if—
(a)
in the Corporation’s opinion, the person has previously carried out work in contravention of the Act, this regulation or a direction under the Act or this regulation, or
(b)
the application for the authorisation is incomplete.
