In deciding the appeal, the Supreme Court may:

confirm or vary the original decision;

set aside the original decision and substitute its own decision;

or

set aside the original decision and remit the matter to the

Minister with the directions it considers appropriate.

For subsection (1), the Court may make the orders and give the directions it considers appropriate.

If the Court varies the original decision or substitutes its own decision for the original decision, the varied or substituted decision is, for this Act (other than this Part), taken to be the

Minister's decision.
