76 Local authorities
(1)
The Minister may, by Gazette notice, identify a council for a region that must establish and maintain one or more local authorities.
(2)
A council identified in a Gazette notice mentioned in subsection (1) must establish and maintain the local authority in accordance with any guidelines that the Minister may make.
(3)
The Minister may, by Gazette notice, abolish a local authority.
