43 Labour costs
The cost of labour used for a purpose connected with a discharge of pollutant is:
(a)
for an employee within the meaning of the Public Sector
Employment and Management Act 1993 – 150% of the employee's gross salary for the time the employee devotes to the purpose; and
(b)
for any other person – the cost charged to the Territory for the time the person devotes to the purpose.
