6 When authorisation may be given
A person may give an authorisation under section 8 if the person is satisfied there are reasonable grounds for believing:
(a)
a terrorist act has occurred or is likely to occur in the near future; and
(b)
the exercise of the powers under the authorisation will substantially assist in:
(i)
preventing the terrorist act or minimising the risk to public health or public safety relating to the terrorist act; or
(ii)
finding, preserving or removing evidence relating to the terrorist act; or
(iii)
apprehending a person responsible for committing the terrorist act or intending to commit the terrorist act.
