Where the commissioner or a local government engages the services of a debt collector (authorised to perform a debt collection activity under the Debt Collectors (Field Agents and Collection Agents) Act 2014) for the purpose of collecting any arrears of annual contribution payable by an owner of prescribed property, then, despite section 27 of that Act, the owner may be required by the commissioner or the local government by notice in writing to pay an amount, not exceeding an amount representing the prescribed per centum of the amount of arrears, by way of a collection fee.

The amount, if not paid as required, is recoverable by the commissioner or the local government, together with any expenses of recovery, in a court of competent jurisdiction.
