23 Provisions that are administered only by local governments
(1)
The following provisions of this Act are to be administered and enforced by local governments and not by the State—
(a)
section 39(1);
(b)
chapters 3 and 4;
(c)
chapter 6, other than section 159.
(2)
This section is subject to section 25.
