53 Evidentiary provision
In any proceedings a certificate purporting to be signed by or on behalf of the Minister that certifies that—
a period of emergency was in existence either throughout the whole State or in any part or parts of the State specified therein on a day or during a period specified therein in relation to a liquid fuel of a kind specified therein;
a delegation by the Minister to a person named therein or in relation to the exercise or discharge of any power, function or duty specified therein was in force on a day or during a period specified therein;
a delegation by the Minister to a person specified therein was either subject to no limitations or subject to the limitations specified therein and to no others;
a person specified therein was an authorised person on a day or during a period specified therein;
a person specified therein was not the holder of a permit under this Act on a date specified therein;
shall be evidence and, in the absence of evidence to the contrary, conclusive evidence of the matters contained therein.
