203C Council decision not invalidated by defect in appointment or vacancy
A decision of the council is not invalidated by—
(a)
a defect or irregularity in the appointment of a member of the council, including in the appointment of the chairperson or deputy chairperson; or
(b)
a vacancy in the membership of the council.
