31 Deciding amendment applications
(1)
The chief executive must consider the amendment application and decide to—
(a)
approve the application; or
(b)
refuse the application.
(2)
In deciding the amendment application, the chief executive—
(a)
must consider the matters prescribed by regulation; and
(b)
may, subject to section 15, consider any other matter the chief executive considers relevant.
(3)
Without limiting subsection (1)(b), the chief executive may refuse the amendment application on a ground prescribed by regulation.
