147 Unauthorised access to goods
A prime contractor for the transport of dangerous goods, or the driver of a vehicle transporting dangerous goods, must take all reasonable precautions to prevent access to the goods by anyone else other than someone lawfully entitled to have access to the goods. Maximum penalty—40 penalty units.
