A performance indicator mentioned in section 26 to 29 must be calculated on the assumption that unallocated water reserved under this plan is being taken.

Subsection (3) applies in relation to a decision made by the chief executive under chapter 2 of the Act—

that will result in the addition of a water allocation to, or the omission of a water allocation from, a priority group or a water allocation group; or

to approve an application under section 159 of the Act to change a water allocation.

In assessing the consistency of the decision with the water allocation security objectives, the performance indicators must be calculated on the assumption the water allocation being added, omitted or changed is not part of a priority group or a water allocation group.
