38 Determination of applications
(1)
The Commissioner must not grant or renew a licence under this Part unless satisfied—
(a)
that the applicant is a fit and proper person to hold the licence;
and
(b)
in the case of an on-course totalisator betting licence—as to the adequacy of the standards of probity that will apply to races held by the racing club.
