19 Material that is part of Act or instrument
(1)
Except as provided in subsection (2), everything appearing in an Act or a legislative instrument is part of the Act or instrument.
(2)
Subsection (1) does not apply to—
(a)
anything described as an editorial note; or
(b)
material appearing under the heading "Legislative History"; or
(c)
an appendix setting out a table of divisional penalty and expiation fee amounts that specifies that it is for convenience of reference only.
