12 Effect of user by public of private access road etc
The use of a private access road, private parking area or private walkway—
(a)
does not create any right by prescription or adverse possession in or over the private access road, private parking area, or private walkway;
and
(b)
does not constitute, or provide ground for constituting, the private access road, private parking area or private walkway, a highway, street or road.
