A regulated operator must, on the application of a person with a proper interest in making an access proposal to the regulated operator, provide the applicant with information reasonably requested by the applicant about—
the extent to which the regulated operator's regulated infrastructure is currently being utilised; and
the extent to which it would be necessary, and technically and economically feasible, to alter or add to the regulated operator's infrastructure so that it could meet requirements stated in the application;
and
whether the regulated operator would be prepared to provide access to regulated infrastructure and infrastructure services of a specified description and—
if so, the general terms and conditions (including an indication of the likely price) on which the regulated operator would be prepared to provide access; and
if not, the reasons why access cannot be provided.
A regulated operator may make a reasonable charge (to be determined after taking into account any provision made by the regulations for the purposes of this subsection) for providing information under this section.
