20 Exercise of powers and performance of duties
Where an Act confers a power or imposes a duty, the power may be exercised and the duty shall be performed –
from time to time as occasion may require; and if conferred or imposed on the holder of any office, position or appointment as such, by the holder for the time being of such office, position or appointment.
