65 Judicial notice
If a document purports to bear the signature of a member of the Board or the secretary of the Board, a court or a person acting judicially is to presume, in the absence of evidence to the contrary, that the signature of the member or secretary has been duly affixed to the document.
An apparently genuine document purporting to record a determination or decision of the Board and purporting to be signed by the secretary of the Board, in the absence of evidence to the contrary, is to be taken as proof that such a determination or decision has been duly made by the Board.
