16 Who is a driver
A driver is the person who is driving a vehicle (except a motor bike, quad bike, bicycle, animal or animal-drawn vehicle).Bicycle, motor bike and quad bike are defined in the dictionary, and vehicle is defined in rule 15.Drive includes be in control of – see the definition in the dictionary. Subrule (1) has been amended to include quad bikes and is no longer uniform with the model road rules of Australia.
However, a driver does not include a person pushing a motorised wheelchair.Wheelchair is defined in the dictionary.
