17 Who is a rider
A rider is the person who is riding a motor bike, quad bike, bicycle, animal or animal-drawn vehicle.Bicycle, motor bike and quad bike are defined in the dictionary.Ride, for the rider of a motor bike, quad bike or animal-drawn vehicle, includes be in control of – see the definition in the dictionary. Subrule (1) has been amended to include quad bikes and is no longer uniform with the model road rules of Australia.
A rider does not include – a passenger; or a person walking beside and pushing a bicycle.
