Within 14 days after making a declaration under section 38, the Minister must give written notice of the declaration and of any rights of review or appeal under Part 14 to –

the applicant; and the council or councils in the municipal area or areas of which a relevant water resource is situated; and if representations have been made in relation to the draft plan, any person who made them; and any relevant electricity entity referred to in section 38(3).
