12 Effect of vacancy or defect
An act or decision of an authority is not invalid only because—
(a)
of a vacancy in its membership; or
(b)
of a defect or irregularity in the appointment or election of any of its members; or
(c)
in the case of a presiding or acting member, the occasion for that person so presiding or acting had not arisen or had ceased.
