(1)
The amount of the licence fee referred to in section 140D shall be fixed by the land manager or by any person duly authorized by the land manager in that behalf.
(2)
The licence fee fixed pursuant to subsection (1) shall be not less than the minimum licence fee determined from time to time by the Minister in respect of licences under section 140A.
