15 Judicial registrars constitute and are delegated the powers of the Court
A judicial registrar who is hearing and determining a proceeding in accordance with this Part—
(a)
constitutes the Court for that purpose; and
(b)
is delegated the same powers that the Court has in hearing and determining the proceeding.
