23 Notice to owners and occupiers of application
The proponent must—
(a)
give a copy of an application under section 22 to each owner and occupier of the land to which the application relates; and
(b)
advise the owner or occupier of their right under section 24 to advise the Minister of their reasons for refusing entry.
