Referral of submissions to panel

(1)

The Minister must determine to refer the submissions to a panel if the Minister considers that the proposed pipeline raises significant environmental, social or safety risks.

(2)

Subsection (1) does not apply to submissions considered in an Environment Effects Statement under the Environment Effects Act 1978.
